I would not recommend using Seeping Wound, despite the fairly recent update, it is still a pretty bad skill.
You are sacrificing a much more powerful elite (Moebius Strike, Way of the Assassin, etc.) for a 13 armor affected damage per second elite. The only really good thing you get from Seeping Wound is the ability to cripple your target without using Palm Strike.

Sucks that it's typed as Chaos Damage, which is still reduced by armor. The only thing that (sorta-kinda) saves it is that only base armor and bonus armor that are also untyped (base shield armor, for example) reduce it; if it's bonus armor vs. physical/elemental (from a shield inscription/weapon grip/staff wrapping or head)then it doesn't protect vs. Chaos Damage.
Still... ugh...
